Three theories:

1. Stan Lee has decided to go the extraparliamentary route. We here at ODTAA can’t approve. Peaceful change, Stan.
2. Sam Walton couldn’t convince Campbell to lower the already-disgraceful $6-an-hour “training” wage, and has decided to mount a coup.
3. Marvel’s designer was pushing deadline, and cut a few corners. Did a quick Google image search for mugshots, slapped them into a comp and called it a day.

One more theory: the designer actually knew exactly what that picture was, and was just having a little fun. If so, there’s almost certainly an opening coming up in that design shop’s stable.

Of course, there’s always the possibility that there really is a Punisher, and that Campbell has managed to show up on his radar. Which surprises me. After the cuts to legal aid, I thought for sure it would be Daredevil showing up on Gordon’s doorstep loaded for bear.
